Each year, Panaseer enlists a third-party to conduct an unbiased study among 400 security leaders across the US and EMEA. We survey these leaders on industry trends related to cyber risk, cyber resiliency, governance, and controls management, among other things. Below, I offer a highlight of this year’s Security Leaders Peer Report data:

• 84% of CISOs say they have been blindsided by incidents they thought their existing controls and tools should have prevented, highlighting persistent visibility and effectiveness gaps in cybersecurity defenses.
• 93% agree that continuous controls monitoring would improve both compliance and risk management, showing near-universal demand for ongoing, automated oversight to bolster resilience.
• 61% say their controls environment is now too complex to manage confidently without automation, pointing to the accelerating operational burden in cybersecurity.
• 65% agree that fragmented dashboards and tool sprawl are overwhelming security teams and creating intelligence blind spots, amplifying the risk of missed threats and inefficiency.
• 54% say control failures typically go undetected until after an incident has already occurred, emphasizing the continued dominance of reactive rather than proactive risk postures.
• Financial and regulatory consequences persist, with 71% experiencing fines or increased costs due to audit delays, and 12% facing penalties greater than $1 million, underscoring the real-world stakes for getting security and compliance wrong.
• 71% of CISOs report that growing compliance and monitoring demands are fueling security team burnout, revealing unsustainable pressure and the need for process reform.
